How is the person’s safety guaranteed?

What another person just said was, how can you be sure that the person involved in the sexual assault case is not harmed in the process of filing a report or filing the case? Because there are circumstances where the person is saying like, "oh if you report me, I’m gonna blah blah blah or whatever." So, how sure are you that the person’s safety is guaranteed when reaching out with this problem?
